Notify user of quarantined email and create Jira ticket if opened

Receive alerts from Sublime Security via webhook. Retrieve detailed information about the flagged email. Check if the email has been opened by the recipient. Look up the user's Slack account using their email. Notify the user in Slack if found, or do nothing if not found. Create a Jira ticket if the email was opened before quarantine.
